Switzerland - Supported employment for over 50s
Individual support including advice, work placement, skills and financial support
Who did it?
The programme was initiated by the federal government, sponsored by State Secretariat for Economic Affairs (SECO) and implemented by the Association of Swiss Labour Market Authorities (VSAA).
Where are we drawing the evidence from?
The State Secretariat for Economic Affairs SECO website. New programme: supported employment for over 50s
What kind of support was it?
A person-centred approach which includes weekly one-to-one employment searching support from a coach. Once in employment, coaches continue to offer support to include payment for related training if necessary.
The aim is to find sustainable long-term employment for people who are about to lose their unemployment benefits.
Where did it run?
The pilot project is running in 13 of the 26 regional cantons.
When did it run?
Pilot project: August 2021 – July 2024
Who did it serve?
People aged 50+ who are about to lose their unemployment benefits
What were its key features?
- Participation is voluntary. Jobseekers aged 50+ are invited to participate in the programme. They do not need to be recommended by the RAV (regional employment centre)
- Weekly sessions with a job coach: action planning; job searching; supported application process
- Runs for 18 months although this is contingent on employment being found in the first 6 months. If employment is not found in the first 6 months, then the programme ends
- Job coaches are heavily involved both with the jobseeker and the employer; interaction lasts beyond the commencement of employment. Participants must agree to work with the coach beyond the start of employment
- Financial allowances and/or training measures can be offered to employers to ensure longevity
What were its outcomes?
Awaiting evaluation. Pilot project still in process.
